Financial Awardee Submissions

Recipients of DOE Financial Assistance (FA) awards are required to submit Scientific and Technical Information (STI) according to the terms of their award based on the financial opportunity notice for the award. The DOE Office of Management (MA), Office of Acquisitions Management (OAM) develops and maintains up to date DOE policy, guidance, and information for FA. Additionally, OAM provides standard information and guidance relevant to FA recipients on the recipient webpage which includes the standard DOE requirements for STI referenced in the following documents:

  • DOE Special Terms and Conditions for Use in most Grants and Cooperative Agreements
  • Federal Assistance Reporting Checklist and Instructions (DOE F 4600.2)

While OAM maintains the standard STI submission/reporting requirements for FA recipients, it is important to mention that DOE program offices may include special clauses, provisions and/or reporting instructions when they initiate FA awards. Therefore, all recipients should review the terms for the R&D that has been awarded, and any associated attachments for the award, e.g., the DOE F 4600.2.

Where to Submit

DOE Financial Assistance Recipients/Non-Major Contractors use E-Link, developed and maintained by OSTI for the management of DOE STI. The following STI products are submitted through E-Link.

  • DO check your terms and conditions of your award for any data protections and submit metadata appropriately. Mark uploaded products if required based on the provisions of your award.
