Lab/Site/Facility Submissions

The DOE laboratories, sites, and facilities represent a premier federal research system and perform leading-edge research on national priorities in science, energy, and national security. To ensure research results are accessible, as appropriate, OSTI provides several mechanisms for DOE laboratories and major sites/facilities to provide STI to OSTI for processing and output in OSTI's search products. 

DOE labs, sites and facilities use E-Link, developed and maintained by OSTI for the management of DOE STI.  The following STI products are submitted through E-Link.

To provide STI to OSTI, follow the procedures provided by your lab/site/facility. For more information, contact your STI Manager. In the event that an STI Manager is not listed for your site, contact OSTI at stip@osti.gov (link sends e-mail). 

E-Link provides two options for submitting STI: 

  1. Web submission interface. This is a manual entry mechanism which works best when there is a low volume of STI to be submitted. 
  2. Application Programming Interface (API). The API provides a mechanism for making multiple STI submissions at once.

When submitting STI metadata records, there is certain metadata that is required. A list of the required metadata, by STI product type, is provided in the table below. If a document for the STI metadata record is required, it is noted in the table.

NOTE: All STI should be reviewed for sensitivities as defined by DOE Order 241.1C, such as Controlled Unclassified Information (CUI), Protected Data, etc., and for protected Personally Identifiable Information (PII) prior to upload. 

Submitter Responsibilities 

  • DO NOT encrypt or password-protect STI products. 
  • DO NOT include personally identifiable information (PII) in any STI submission. 
  • DO inform OSTI when permanently removing STI from your site's publicly accessible server.   
  • DO inform OSTI when your site's publicly accessible server, hosting STI products, changes. 
  • DO update E-Link metadata when access limitations change for STI products. 
  • DO replace full-text STI via E-Link upload for STI products as appropriate.
